Global Europe and the Next MFF: What to Watch – Briefing Series

The second issue of rani’s briefing series on Global Europe and the next Multiannual Financial Framework (MFF) comes out as the EU long-term budget negotiations move into their decisive phase. The Irish Presidency is due to present its revised negotiating box on 10 Oct., ahead of the General Affairs Council on 13 Oct. and the European Council on 15-16 Oct., after which European Council President António Costa is expected to take over the negotiations with the aim of a Council-level agreement by 17-18 Dec.

The MFF sets the ceilings for EU spending over seven years, and the negotiations now underway will fix those ceilings from 2028 to 2034. Heading 3, Global Europe, is where the EU’s external action sits, and within it the Global Europe Instrument (GEI) brings development cooperation, humanitarian aid, enlargement support and the external dimension of migration together in a single envelope, proposed at just over €200 billion. The Council’s first negotiating box cut that figure by 3.9 percent against the Commission proposal, while Parliament wants it raised to €225 billion. What is decided in Heading 3 will shape how much the EU invests in health, governance, and resilience in partner countries for the next decade, and who controls that spending.

The series is written for partners and stakeholders who need to follow the MFF and GEI negotiations without tracking every Council document and committee amendment. Each issue sets out where the negotiations stand, where Council and Parliament agree and differ, which dynamics could shift the outcome and which dates matter next.
