Contract Term: Fixed, consultant contract
Time Allocation: Flexible; qualified candidates should be available for at least 50% time (equivalent to 2.5 days per week)
Contract Duration: One year, with potential to extend for an additional year
Compensation: Contracted compensation is competitive and will reflect the range of exceptional experiences and expertise consultants may hold

Position Summary
Apply your operations expertise in Brussels in the EU to drive scale and impact. Rani (Resilience Action Network International) – a global advocacy network dedicated to building societal resilience to tackle shifts, change, and crisis – is seeking an experienced senior-level operations and compliance consultant to guide our organisation through the process of establishing new operations in Brussels and the EU, including preparing for the establishment and management of a new EU entity. This role is for someone with proven leadership experience in setting up teams with operational excellence in Brussels, with the ability to build new efficient systems and scale.
Consultant Scope of Work
- Work with leadership to advance operational priorities, ensuring legal compliance with Belgian law and compliance with all EU institution processes and rules for NGOs
- Support set-up of local team and staff systems, i.e., identification and engagement of local contractors, internal communications tools; IT systems and support, etc.
- Advance the development and implementation policies and procedures to ensure compliance with Belgian law including building a compliance calendar for ongoing regulatory requirements
- Liaise with rani leadership to explore and advance EU-based legal structure, guiding organisation through required registration processes and working with local authorities and legal professionals, as needed
- Develop and run a risk register for the EU operation
- Liaise with rani and Panorama colleagues
- Provide ongoing support and advice to leadership on operational and compliance matters
- Contribute to strategies to make rani a great place to work and a great partner for its network
Desired Qualifications
- Bachelor’s degree with at least 10 years of relevant work experience in a relevant field – operations/business management, project/programme management, administration, human resources
- Proven track record in operational and compliance consulting
- Proven background in effective operations management including systems development/management, HR, information management, work and scenario planning, legal, and compliance management
- Knowledge of HR laws in Belgium and strong networks with HR service providers – HR experience in the EU, and specifically in the Netherlands, a plus
- Experience managing nonprofit financial reporting, as required, based on Belgian and EU law – experience with Dutch Stichting law desirable
- Proven experience in contract negotiation and management
- Proven people management experience, including setting priorities, supporting professional development, and conducting performance reviews.
- Must have the legal right to work in Belgium
Competencies
- Extensive knowledge of Belgian non-profit law and regulations
- Experience in setting up non-profit entities in Belgium – experience in the Netherlands a plus
- Strong understanding of Belgian labor laws and HR practices
- Familiarity with GDPR and data protection requirements and other relevant laws
- Familiarity with management of the EU Transparency Register
- Experienced with a strong network of contacts in Brussels (and across the EU desirable) in finance, operations, and HR
- Organised, detail-oriented with strong logistics, planning, and coordination skills
- Proven experience in delivering with operational excellence with the highest ethical standards
- Excellent writing, proofreading, project-management, and research skills
- Demonstrated ability to take the initiative, work independently, deliver under pressure with a solution-oriented approach
- Excellent communication skills in English and French (Flemish is a plus)
